During the fifth season of Smallville, producers Al Gough and Miles Millar introduced Arthur "A.C" Curry in an episode called Aqua, which introduced the Aquaman character into the Smallville universe. The episode was the highest rated of the season and although it wasn't intended to be a backdoor for a series pilot, the producers felt that the property was strong enough to develop.
Actor Alan Ritchson wasn't even considered for the new series, and actor Justin Hartley took over the role. When the UPN and the WB merged into the CW, the series, entitled Mercy Reef, was lost in the shuffle.
The producers subsequently cast Hartley as Oliver Queen (Green Arrow) for several appearances in the sixth season of Smallville.
