ARROW: "Betrayal" S1E13 (review)

In flashbacks to the island, we are introduced to the mysterious Slade Wilson (Manu Bennett), a name comic fans will instantly recognize as belonging to Deathstroke the Terminator.   Wilson will continue to train Oliver Queen (Stephen Amell) on the island, helping to turn him into the badass he is today.

Meanwhile, Cyrus Vanch (David Anders) gets out of Iron Heights Prison, and decides to make a name for himself by going after the "Hood" (since "Green Arrow" sounds too old fashioned these days.) Laurel (Katie Cassidy) , Oliver's old girlfriend, is keen on getting Vanch back into prison, because he was released on a technicality.

She contacts the Hood, but her dad, Detective Lance (Paul Blackthorne), intercepts the phone call and tries to trap the vigilante. This fails, of course, but now Cyrus Vanch knows that the Hood is into Laurel, so he kidnaps her to draw him out.  Detective Lance and Arrow have to team up to save Laurel, marking a new phase in their relationship.

Meanwhile, Diggle (David Ramsey) investigates Oliver's mother, Moira (Susanna Thompson), because Oliver can't bring himself to believe that she might be evil. Diggle gets the dirt on Moira, and Oliver shows her his father’s notebook, questioning her about the names on the list.

John Barrowman puts in a short appearance as the big bad, Malcolm Merlyn and Oliver's little sister Thea (Willa Holland) gets a short bit acclimating to a life of doing public service.

The episode ends with the requisite cliffhanger with Arrow crashing through his Moira's office window and confronting her with his bow drawn.
